This is a Webley MK4 .38 revolver. The base of the pistol grip is marked with the initials "LP 7". This is most likely a police marking for London or Liverpool Police, weapon no 7. This revolver dates to the late 1940s and would have been in service with the police during the post WWII period. Policing of the UK's major cities was of great importance as looting was still common place and rationing was in force. Deactivated to current specifications with moving parts.
