This is a WWII "Lend Lease" Smith & Wesson .38 M&P Revolver with matching numbers. This example dates to late 1941 production and has the US flaming grenade ordnance acceptance stamp. The frame is marked "US Property GHD - (Guy H. Drewry - US inspector)" These markings were most commonly associated with weapons what were assigned to the Lend Lease agreement between the UK and US governments during WWII.
