This is an extremely rare WWI & WWII US Training Rifle MK1 Navy (Springfield 1903). The original concept for this training rifle was first conceived during WWI. During WWI the US contracted small batches to be made by a small number of US companies. The US war department required a dummy training rifle to be use during training exercises of new recruits. During WWII a similar requirement was requested again by the United States Navy. USN purchased their training rifles from Parris-Dunn Corp, Clarinda, Iowa. This is one of those training rifles. It is a copy of the Springfield model 1903 rifles and at the time of manufacture was the most sophisticated training rifle of its type. You are unlikely to see another one this side of the Atlantic! The majority of those that have survived remain state-side.
