This holster was originally unissued and for a WWI Webley MK6. It has been reworked, most likely during WWII to accommodate a Webley MK4, Enfield No2 MKI or Smith & Wesson M&P or Victory revolvers. The Sam Brown strap hoops and flap button have removed. The flap tang repositioned and a strap added. This type of modification was common during WWII. Britain had a shortage of holster and equipment.
